SUMMARY

Zero Waste Montenegro and NGO Juventas are launching a research project that, for the first time in Montenegro, will analyse the connection between social justice, environmental sustainability, and the circular economy through the functioning of a second-hand goods market in Podgorica. The project is implemented with the support of Zero Waste Europe, within the programme “The Long Game: Building a resilient & connected movement for lasting impact”.

Although flea markets are often perceived as informal and marginal forms of trade, they represent one of the oldest and most effective systems of product reuse. By extending the lifespan of goods, they contribute to waste reduction and resource conservation, provide more affordable access to products, and at the same time represent an important source of income and economic resilience for many citizens. The aim of the research is to initiate a broader social discussion on a just transition towards a more sustainable society, while developing recommendations for decision-makers, improving circular economy policies, and strengthening inclusive waste management systems.
